North Korea country guide Trip planning
How can I plan a memorable first trip to North Korea without rushing?
The short answer
The plan begins with a special validation application, not an itinerary — US passports are invalid for travel to, in or through North Korea without one, and the application goes to the Office of Adjudication, Passport Services, in Sterling, Virginia, marked "ATTN: Special Validations."
The answer, with local context
The State Department sets out the sequence. The applicant must show the trip is in the national interest and meet all other passport requirements. The categories it gives as examples are narrow: professional journalists informing the public about the DPRK; Red Cross representatives on official missions; travelers with compelling humanitarian reasons; and other trips the government deems to be in the national interest. The submission needs the applicant's name and contact details, a copy of a government photo ID, a statement of the national-interest reason with travel dates and the applicant's role, and supporting documents such as a letter from a sponsoring organization. If approved, a letter or email certifies eligibility; the passport application itself then follows in person on Form DS-11 or by mail on Form DS-82. Multiple-entry validations are described as rare and require a well-established record of DPRK travel plus documentation that humanitarian work requires several trips within 2 years, with a final itinerary sent at least 5 days before each trip. The page carries a last-updated date of 31 January 2025.
For travelers on other passports, the route runs through the embassy rather than online. UK government guidance records that visa applications go directly to the North Korean Embassy in the UK, and that the FCDO advises against all but essential travel. It also notes that borders have been closed to general entry since 2020, and that a yellow fever certificate is required from travelers arriving from a listed transmission-risk country.
The easily missed detail
Communications are a planning input, not a convenience. Foreign mobile phones are permitted but must be registered at the border, and international SIM cards do not connect to any mobile network inside the country. GPS devices are surrendered to customs on arrival and reclaimed on departure. A slow trip here means a trip without the ability to call out, navigate independently, or be reached.
A practical rhythm
- Months ahead — Assemble the national-interest statement and sponsoring-organization letter; this is an adjudication, not a form.
- After approval — Apply for the validated passport itself, and remember it is issued for 1 year only.
- Immediately before travel — For a multiple-entry validation, the final itinerary is due at least 5 days before each trip.
What could complicate the plan
Nothing about this is a normal travel process, and the downside risk is legal rather than logistical: unvalidated travel can mean passport revocation or felony prosecution. Even approved travelers face arbitrary entry and exit bans, expulsions and arrests, with no US embassy or consulate in the country to turn to. Material brought in is screened — content judged anti-government, subversive or pornographic may be confiscated, with possible imprisonment, and films or television on DVD or data storage should be considered carefully. On the ground, UNESCO's own record of the Koguryo tomb murals notes that some have been damaged by looting and weathering, so even an approved heritage visit may find the thing it came for in reduced condition.
What to do next
The North Korea when-to-visit question covers the advisory and the protecting-power arrangement; the places question sets out the 3 inscribed World Heritage properties and what the tombs contain.
