Azerbaijan country guide Trip planning

How can I plan a memorable first trip to Azerbaijan without rushing?

The short answer

Apply for the single-entry e-Visa first, then build 12 to 14 days around it — the fee is US$25 and needs no letter of invitation, but a multiple-entry visa costs US$350 and requires an invitation from a company approved by Azerbaijan's Ministry of Foreign Affairs, so the visa you choose decides whether you can leave and re-enter.

The answer, with local context

The US International Trade Administration's Azerbaijan guide, last published on 12 January 2026, sets out the sequence. Visas are obtained online through the country's electronic visa portal or from an embassy or consulate. Anyone staying more than 15 days must register with the State Migration Service; major Baku hotels usually handle this, but otherwise the traveler must register in person, at an ASAN e-government service center, or online. Failure to register can bring a fine of up to AZN 400, about US$235, payable before departure. On a two-week-plus trip that registration step is the one most likely to be forgotten.

Foreign currency can be brought in but must be declared, and the same amount may be taken out — worth planning if you intend to carry cash for regional travel. Most ATMs, especially in Baku, accept US ATM cards.

Culturally, the country rewards a slower route. The Permanent Delegation to UNESCO records Azerbaijani Mugham on the Representative List from 2008 and the art of the Azerbaijani Ashiq from 2009 — both are performance traditions you encounter by being somewhere in the evening rather than by booking. Chovqan, the traditional Karabakh horse-riding game, was inscribed in 2013, and Yalli, the traditional group dances of Nakhchivan, in 2018, which between them point to parts of the country that a Baku-only trip never reaches.

Picture the place

Baku's skyline reads as two cities stacked: the low stone of the walled quarter at the shoreline, and the towers behind it on the ridge, so the Old City looks sunken from above and fortified from below.

The easily missed detail

Conservation inside Baku's walls has real teeth, and there is a documented reason. UNESCO's state-of-conservation record for the property shows the Committee acting on reports that heritage buildings and houses in the Old City had been demolished and replaced, with Decision 26 COM 21B.36 welcoming a joint UNESCO-ICOMOS mission and requesting a follow-up report. The file also records USD 15,000 of International Assistance approved in 1998 for preparing the nomination. A traveler feels that history as restrictions on what can be altered inside the walls today.

A practical rhythm

  • Week 1 — Baku and the Absheron peninsula, with the e-Visa already in hand and hotel registration confirmed if you are staying past 15 days.
  • Week 2 — Inland to Sheki and the Greater Caucasus, allowing for office hours of 9:00 a.m. to 6:00 p.m. Monday to Friday when anything administrative is involved.
  • Buffer — Keep a spare day at the end in Baku rather than on the road; the return leg is the one that strands people.

What could complicate the plan

The closed Armenia–Azerbaijan land border, confirmed in US Department of State country information, rules out the overland Caucasus loop many first-timers imagine, so plan on flying or routing through Georgia. The 15-day registration threshold is an administrative trap on longer trips. And the ITA guide's warning that medical evacuation transport alone can exceed US$70,000 argues for evacuation cover before a mountain itinerary.

What to do next

Pair this with the Azerbaijan when-to-visit question for how the Old City's museums are timed, and with the places and experiences question for the drives that justify a second week.
