Iraq country guide Trip planning

How can I plan a memorable first trip to Iraq without rushing?

The short answer

Iraq accepted the World Heritage Convention on 5 March 1974 and now has 15 sites on its Tentative List — but the planning reality is an advisory telling American travelers to leave the country if they are in it, and that has to shape every other decision.

The answer, with local context

The State Department's Iraq advisory states "Leave now if you are there," and names terrorist and insurgent groups that regularly attack Iraqi security forces and civilians, along with anti-US militias that threaten US citizens and international companies. The Federal Aviation Administration has issued both a Notice to Air Missions and a Special Federal Aviation Regulation because of risks to civil aviation in or near Iraq, which means the airspace itself carries formal restrictions and an itinerary cannot assume normal routing.

Against that, the heritage inventory is genuinely substantial. Babylon joined the World Heritage List in 2019. The 1974 accession date and the 15 Tentative List entries together show a state that engaged with the Convention early and is still actively nominating.

The condition of what is already inscribed is the sobering part. The IUCN's 2025 assessment of the Ahwar of Southern Iraq, finalised on 11 October 2025, rates the property's conservation outlook as "Critical" — the lowest category the World Heritage Outlook uses. The property was inscribed under criteria (iii), (v), (ix) and (x), a combination spanning cultural testimony, land use, ecological processes and biodiversity, and all four of those values sit inside that Critical rating.

Picture the place

The Ahwar's threat list reads like a catalogue of a landscape being drained: dams and water management and use, both inside and outside the site, rated Very High, alongside oil and gas exploration and development at the same level. The marshes are being altered by decisions taken upstream and underground, not at the property boundary.

The easily missed detail

Conflict, civil unrest and security activities appear on the IUCN's Ahwar threat list as a potential threat rated Very High — a conservation assessment formally registering instability as a risk to a World Heritage property. When a heritage body and a foreign ministry independently reach the same conclusion about a country, the agreement is the finding.

A practical rhythm

  • Read the advisory first — Its instruction to leave is the governing fact; nothing else in a plan survives contact with it.
  • Check the airspace — A NOTAM and an SFAR are in force, so routing and carrier choice are not ordinary bookings.
  • Follow the designations — A 1974 accession, a 2019 Babylon inscription and 15 Tentative List sites describe what would be seen if circumstances allowed.

What could complicate the plan

Almost everything. Beyond the advisory and the aviation notices, the conservation status of the country's one mixed property is Critical as of an 11 October 2025 assessment, meaning site access and condition are both unstable. For anyone evaluating this seriously, the honest summary is that the designations describe a first-rank heritage inventory while the advisory describes a country the department is telling Americans to leave.

What to do next

For the capital specifically — the embassy's position, the airport restriction and why no inscribed site anchors a Baghdad itinerary — see the Baghdad timing question in this group.
