Lisbon / Portugal Things to do

What are the most worthwhile things to do in Lisbon on a first visit?

The short answer

Give one full day to Belém, because Lisbon's single World Heritage listing covers two monuments there — the Monastery of the Hieronymites and the Tower of Belém, inscribed together in 1983 under criteria (iii) and (vi).

The answer, with local context

The official property name is "Monastery of the Hieronymites and Tower of Belém in Lisbon," and the phrasing is the useful part: this is one inscription spanning two buildings rather than two separate listings. They stand in the same riverside district, which means the day plans itself — monastery and tower, with the walk between them along the Tagus.

The criteria tell you what the inscription is actually for. Criterion (iii) and criterion (vi) are the cultural grounds under which it was listed in 1983, and neither is about architecture in isolation; both concern what the place represents and what it is associated with. Read that way, Belém is a monument to a period of maritime expansion rather than a pair of handsome buildings, and the estuary setting is part of the designation rather than scenery around it.

Season changes the Belém day more than it changes the rest of the city, and the IPMA normals show why. October brings 4.05 inches of rain (102.9 millimeters) across 8.3 wet days, while September brings 1.4 inches (35.9 millimeters) across 3.7 days. That is nearly three times the rainfall and more than double the wet days, one month apart, in the part of the city most exposed to the water.

Spring sits between the two extremes: March has a mean high of 65°F (18.4°C) with 2.6 inches over 7.2 wet days, April 68°F (19.9°C) with 2.5 inches over 7.7 days. Neither is a dry month, but both are mild enough for a long day on foot.

Picture the place

Belém is on the water rather than above it, so the walk between the monastery and the tower is level — a relief in a city whose center is a succession of climbs. The tower sits out on the estuary edge, which is why wind there is a different proposition from wind in the sheltered streets inland.

The easily missed detail

Because the monastery and the tower share a single World Heritage inscription, visitors who see only one of them have seen half the property. The two are not equivalent experiences or interchangeable stops, and treating Belém as a quick tower photograph on the way somewhere else is the most common way a first Lisbon trip misses its only listed site.

A practical rhythm

  • Morning — The Monastery of the Hieronymites, the larger half of the 1983 inscription.
  • Midday — The level riverside walk between the two inscribed monuments.
  • Afternoon — The Tower of Belém out on the estuary, exposed to the water and the wind.

What could complicate the plan

October's 8.3 wet days against September's 3.7 is the sharpest month-on-month change in the Lisbon year, and Belém is where you feel it. On entry, Portugal is a Schengen state, so US visitors are limited to 90 days within any 180-day period, counted across all Schengen countries. ETIAS, the separate travel authorization, is scheduled to start in the last quarter of 2026 at a fee of EUR 20, with under-18s and over-70s exempt from the fee. The State Department's Portugal country information page advises exercising normal precautions, but carries a page date of 16 June 2023.
