The answer, with local context

Salvador's seasons are a rainfall story rather than a temperature one. At INMET's automatic Salvador station, A401, the 1991-2020 January normals are a mean maximum of 31.0°C (88°F) and a mean minimum of 23.8°C (75°F). At the conventional station, 83229, the July normals are a mean maximum of 26.6°C (80°F) and a mean minimum of 21.1°C (70°F), with that 194.1 mm of rain. Two stations, so the pairs are not a single continuous series, but the shape is unmistakable: the thermometer barely moves across the year and the rain gauge more than doubles.

That rainfall lands on a city built on 2 levels. UNESCO records an escarpment 85 m (279 ft) high dividing Salvador's Upper and Lower towns, which is what makes the historic center a climb rather than a stroll, and a wet July climb at that.

The city's own calendar has a fixed point in the dry months. IPHAN records the Festa do Senhor Bom Jesus do Bonfim as having been held annually since 1745, which puts the city's oldest continuous religious observance in the dry months rather than at Carnival.

Picture the place

In the wet months the escarpment does something the figures only hint at: 194.1 mm of July rain falling on an 85 m slope between 2 halves of a city turns the connecting streets into drainage. In January, with a third as much rain and a mean maximum near 31°C, the same slope is simply hot.

The easily missed detail

The dry season and the festival season are the same season here, and the festival in question is older than most of the buildings around it. A tradition running annually since 1745 means the January and February weeks are the ones with the heaviest local demand on accommodation, independent of any weather consideration — the calendar, not the climate, is what will decide whether you can get a room in the historic center.

A practical rhythm

  • November to March — The low-rainfall half of the year on INMET's normals, and the stretch with the city's biggest religious dates in it.
  • April to July — July's 194.1 mm normal is the wettest part of the record; this is the time to plan indoor hours around the climb.
  • Any month, morning — With January mean maxima at 31.0°C there is no cool season to wait for, so the climb between the towns belongs to the early hours.

What could complicate the plan

The US Department of State keeps Brazil at Level 2, "Exercise increased caution in Brazil due to crime and kidnapping", in an advisory updated on 29 May 2025 that added a kidnapping risk indicator. It records violent crime including murder, armed robbery and carjacking occurring in urban areas by day and night, and warns that drugging and robbery of foreigners is common, including through dating apps and at bars. US government employees are advised not to use municipal buses because of serious robbery and assault risk. Separately, several parts of the country carry Level 4 "Do Not Travel" designations, so a multi-stop itinerary needs checking against those before the weather is considered at all.

What to do next

The Salvador Bahia things-to-do answer in this group covers what the historic center holds and what UNESCO actually inscribed, and the food answer deals with acarajé and the women who make it.
